UPSC has set some eligibility criteria for applying to IES exam. For example, UPSC has given a definite range of age group. Cnadidates beloging to this age group can apply for ESE. Failing to meet the eligibility UPSC can cancel your candidature at any stage of IES exam. So, make sure that you are eligible for IES before applying for engineering service exam.

As on the August 1st of the year of the IES exam, the candidate must be of minimum 21 years to appear for IES exam.
In general the maximum age limit for ESE exam is 30. But, there is IES age relaxation as per UPSC Norms

There is no specific limitation on the number of attempts for IES exam as per UPSC official notification. So, candidates can attempt the IES exam until they reach the IES maximum age limit as per UPSC norms.
The candidates should possess a bachelor's degree in engineering from a recognized university in any disciplines to apply for ESE.Degree must be obtained from the UGC(University Grant Commission) recognized universities
Note – For the post of Indian naval armament service, the candidates of M.Sc. degree with Wireless Communication, Electronics, Radio Physics or Radio Engineering as a special subject are eligible.
Yes, final year students can apply for IES. According to UPSC official notification students appearing for the exam can take IES exam. Provided they have to submit the proof of passing with the detailed application form (DAF) for IES interview
